In November 2016, the general office of the State Council printed and distributed the implementation plan of the permit system for controlling pollutant discharge. Emission permit system is the basic system of environmental management covering all fixed pollution sources, and is the only administrative permit for emission behavior of emission units during production and operation period. Industries involved include: Enterprises and institutions that discharge industrial waste gas or toxic and harmful air pollutants as announced by the state according to law; Production and operation unit of coal-fired heat source of central heating facilities; Enterprises, institutions and other producers and operators that discharge industrial wastewater and medical sewage directly or indirectly to water bodies; Operation unit of urban sewage centralized treatment facilities; Large scale livestock and poultry farms with sewage outlets; Other pollutant discharge units that are subject to pollutant discharge license administration according to law. In August 2017, the Ministry of Ecology and Environment-MEE released the catalogue of classified management of permits for discharge of fixed pollution sources (2017 Edition), which promoted the management of permits for discharge of pollutants in batches.
