Catalogue of Goods Subject to Import License Administration in 2019-GAC & MofCOM, Dec.2018 Provisions on the Administration of Import and Export Licenses (2012 Revision) nullThe term “licenses” refers to various types of certificates, documents, certificates of origin and other proofs licensing import/export activities which are produced under the supervision of the Ministry of Commerce but have not been issued yet. The Quota & License Administrative Bureau of the Ministry of Commerce (hereinafter referred to as “License Bureau”) shall, upon entrustment by the Ministry of Commerce, manage all types of licenses, and oversee and check the implementation of these Provisions by import and export license issuing organs (hereinafter referred to as “license issuers”) under the local commerce departments and the special commissioner’s offices of the Ministry of Commerce in all regions (hereinafter referred to as “commissioner’s offices”).
