The Ministry of Commerce recently released the “Special Management Measures for Cross border Service Trade” (2024) and “Special Management Measures for Cross border Service Trade in Free Trade Pilot Zones (Negative List)” (2024), establishing a negative list management system for the first time nationwide, connecting with international high standard economic and trade rules, improving cross-border delivery of service trade, and natural person mobility. The negative list of cross-border service trade is classified by national economic industries and uniformly lists special management measures for overseas service providers to provide services through cross-border delivery, overseas consumption, and natural person movement modes.
